Is there a way to create separate POS profiles for different counties so that the tax rate can be adjusted based on location?

For any additional POS Profiles that you create under Settings > POS Profiles, you can set a unique pickup location. New pickup locations can be created under Settings > Misc > Pickup Locations. Pickup orders placed will use the pickup location set on that profile to calculate taxes.
