Refunds going through compliance

Is there a setting I’m missing so that refunds don’t go through compliance? They often get quarantined and some are in Ship Compliant as “shipped.”

Not sure why, but all of our refunds go through compliance as well. On each one, we have to manually "Void Compliance’ via the drop down on the compliance tab of the refund. once we do that, the refunded order is no longer showing in ShipCompliant.
