We have an order with a billing address in Canada. Somewhere is Vin65 this order is reverting to the US country code as a default. Where is this hidden US default being pulled from? As a result, the order is not passing compliance due to the fact that US billing addresses need a state as well.

That’s a change in your website setting. Contact support. Warning: turning Canada on turns on the whole world.

Just a Really Long Drop Down 
Question for you guys - it sounds like we do not have this turned on right now. Customers with billing addresses in Canada or Brazil are unable to order online. But, if Vin65 turns this on, what happens to the current accounts without a country populated in the field?
