Payment error on Admin panel order won't let you put on hold

When entering an order through the Admin panel, if you get a payment error, you can’t put the order on hold at that point. You can only put it on hold before you get to the payment tab. Once you try to either enter a credit card which has the wrong numbers, or the payment declines (Payment Error - This payment was not processed. Please add another payment below.) you can no longer put the order on hold and have to cancel it so you can continue with other orders. This means you need to re-enter the order when you get the correct payment details which is time consuming and unnecessary.
