Strange distribution of taxes in Sales Detail X Report

Creating a report to show totals, taxes, etc by Department for our bookkeeper. One order listed in the report contains one product for $250 and taxable at 8% ($20). Also contains two event tickets for $30 each, non taxable.

Fun part: The order itself displays the correct amounts, but the report breaking the Order products down by Department is telling me that the $250 item was taxed $16.13 and the Event Tickets were charged $3.87. The totals add up overall, but this report is wrong! Should I be using a different report? This is the only instance that I’m aware of.

FYI Columns I am using here are Department, Ext Item Price, Ext Item Taxes, Ext Item Total & Ext Item Shipping.
