Welcome Package - Shipping Question

If you don’t select a shipping type on the Welcome Package setup, will the default shipping options appear at check out? Is the customer able to select which carrier they prefer?

My experience with Welcome Packages is that the default shipping is charged (although I haven’t tried setting it up differently). I don’t believe they have a choice on carriers. I think when they sign up they are automatically charged; they don’t go through the checkout.
