How do I force compliance for an item where error code = "Product matching given BrandKey/ProductKey is not available"?

I removed the brand, and checked “Bypass Compliance” for the product, but am still getting the error when trying to process the order. Payment went through, this appears in SC Compliance tab. It is a non-wine product shipping in California. Thanks!

Do you have said product setup in ShipCompliant with a matching Brand and SKU? I’d start there.
